English Only » Visible Minority?

I was just watching this program on TV listening to a speaker of public affairs stating that Richmond,B.C. has a visible minority of 59%.
At just what percentage is a minority NOT a minority anymore????
I just don`t seem to "get it" !
Could ANYONE out there explain this to me please?

If I understand that right the visible minority could be as well 100%.
Sounds weird, but ie. it's not unusual that chinese people live in a specific district or village - they are in canada still a visible minority.
