OTTAWA — Pleas from senior federal officials for budget measures to help combat the black market in contraband native-made cigarettes went unheeded by Finance Minister Jim Flaherty, newly released documents show.

The documents, obtained by The Globe and Mail under the Access to Information Act, warn that Ottawa is suffering substantial tax losses as Canadian smokers switch to illegal, unregulated and untaxed cigarettes – profiting an extensive, cross-border network of organized crime using native land and operatives.

The documents indicate a clear reluctance inside federal departments to enforce current tobacco laws on aboriginal land.

Their release, and the continuing plunge in tobacco-tax revenues, comes at the same time that Mr. Flaherty searches for ways to deliver on the government's promises of broad-based tax cuts.

Cigarettes are bagged 200 at a time, transported across the border in cube vans, trucks and boats, and distributed across the country.

One five-page memo from finance officials, marked “secret advice to Minister,” proposes “new enforcement measures and legislative amendments to protect tax revenues and support the health objective of reducing tobacco consumption.” The specific measures proposed are blacked out, as is the exact estimate of money that would be raised.

But figures in the government's Public Accounts released this month reveal federal tobacco revenues dropped to $1.6-billion in 2006-07, down from $2.97-billion two years earlier – suggesting a loss of more than $1-billion annually.

Aufhoeren! So, einer musste das ja sagen, und ich darf das!

Warum?

Weil ich nach 23 Jahren (starken) rauchen vor 2 Monaten aufgehoert habe. Rauchen in Canada ist sehr teuer und sehr schwierig, ist ja fast ueberall verboten. Das wurde mir einfach zu kompliziert und zu teuer, mein Arzt hier hat mir ein Medikament namens "Zyban" verschrieben. Habe es im ersten Anlauf geschafft aufzuhoeren, war hart aber machbar, und jetzt nach 2 Monaten, sind auch die letzten vereinzelten "cravings" nach der Zigarette veschwunden! Versucht es einfach, ich habe immer sehr gerne geraucht, aber noch mehr geniesse ich es nicht zu rauchen!

des billigste ist, das derzeitige Packerl Tschik Wegschmeißen.Dann ist des rauchn in Canada kein Thema mehr.Des hab ich vor 6 jahr gmacht und bin happy.Muß aber sagn wan wer raucht is a recht,komischer weise störts mich nicht.Also nachmachen. denn wer zu Spät kommt den bestraft das Leben

Contraband butts at schools alarm researchers

OTTAWA — Researchers who collected discarded cigarette butts from around Quebec and Ontario high schools say an “alarming” number of teenagers are smoking contraband tobacco.

The researchers, hired by the Canadian Convenience Stores Association, analyzed more than 11,000 cigarette butts taken from public grounds around 55 high schools in Ontario and 50 in Quebec.

They determined that 24 per cent of high-schoolers' cigarette butts in Ontario were contraband, while in Quebec contraband made up 35 per cent of schoolyard butts.

“The rampant use of these contraband cigarettes is a growing problem across Canada,” association president Dave Bryans said Thursday in a statement. “We were absolutely shocked by the extent to which it is actually happening.

“There are clearly some very serious implications as a result of these findings.”

The organization said illegal cigarettes are being imported and sold throughout Canada inexpensively and with no government oversight.

Although youth smoking rates are at a historic low, the study said use of “cheap, easily accessible, unregulated and untaxed” contraband tobacco cigarettes is widespread among youth.

Sellers who have acquired stones illegally can offer lower prices than their competitors who have paid the tax and that encourages smuggling. It is interesting to note that in the U.S., the excise on diamonds was dropped because a lucrative smuggling trade developed in its wake. In Canada, Parker laments, excise officials seem more interested in catching the avoiders than in considering a repeal of the tax

das muesst ihr mir mal erklaeren:
Mir wurde hier in Kamloops von den Canadiern gesagt, dass nur Native-people die Zigaretten bekommen.Wie kommt ihr also denn daran? Mein Kollege ist mit einer Indianerin zusammen.Der sollte es also wissen.Selbst die Nativen muessen angeblich eine Liste fuehren ueber das was sie so alles kaufen.
Bitte also um Erklaerung.

Kann zum Thema native Zigaretten nur das sagen.. entweder man kennt jemanden, der jemanden kennt, der jemanden kennt... oder halt nicht.... das Thema wird nicht gerne überall so offen diskutiert, vor allem nicht mit Fremden... das geht mehr unter der Hand, zumindest hier bei uns.

Zum Thema Schmuggeln und Kanadier :
Schmuggeln hat in Kanada sogar richtig Geschichte gemacht und hat Tradition

wer sich dafür interessiert, kann ja mal unter dem Begriff "rum running" googlen und sehen was dabei alles raus kommt...

Hier an der Ostküste war während der Prohibition (in den 20er/30er Jahren) jeder der irgend einen Kahn hatte, mit dabei... wir wohnen hier in einem Dorf, das als Motto unterm Ortsschild "rum running since 1930" hat (Heute sind es eher andere Dinge als Rum..)
Unsere Nachbarn haben , als sie ihr Haus gekauft haben im alten Brunnen über 50 Flaschen Rum aus den 30er Jahren gefunden...

0815 ist in ontario, grenze zu quebec, coyote ist in new brunswick und meine bekannte lebte in quebec.

alle drei provinzen haben reservate, die zum teil in die usa hineinreichen.

da gibt es also innerhalb der reservate keine grenzkontrollen

das ist der weg

in ontario wird es auch über den st.lorenz verschifft - direkt-import

in den provinzen brauchst du nur in einem café oder bar zu sitzen und die leute kommen mit ihren tragetaschen vorbei - wenn du rauchst fragen sie dich: ....

oder so ähnlich

wie das nun in alberta und BC ist kannn ich dir nicht sagen

du solltest das thema mal mit dem indianer ansprechen - beim bier am besten.

niemand in canada hat listen zu führen, was sie einkaufen - normalerweise

das mit dem rum war unteranderem das geschäft von sam bronfman

aber die haben mehr wisky versendet - und auch eher von NB aus

der rum kam von süden - damals ....

oder was meinst du?

Wilma hat geschrieben daß ihre Nachbarin etliche fl Rum aus den 30er Jahren gefunden hat und ich habe gefragt ob der noch gut war.Grüße doc blei
